The Group merges two associations (the first created in 1957, the second in 1961) devoted to the development of education and training in the transport, logistics and tourism sectors, at various levels (from driving license to companies management...), in close relationship with professional organisations, trade unions, the ministries of transport and education.

For research purposes and altogether as trail blazer for future needs and continuation when training or education needs to be relayed and extended by specific actions, the Group owns one " Institut Pédagogique du Transport et de la Logistique (IPTL) ", gathering some 100 collaborators, in which the Research Department "DER" (for Transport and New Technologies) brings expertise in modernisation , improvement of efficiency and productivity in the transport and logistic sectors. This Department combines expertise in complementary fields, within which work is achieved in close co-operation with transport organisations and transport companies, such as :

These activities have more and more driven to address computerisation of transport companies, and the implementation of a "transport information system" combining and integrating electronic data processing, telecoms, EDI, on board systems, automatic identification, road transport informatics.

These activities have more and more driven the DER to represent French transport organisations in standardisation bodies and to be active in French (PREDIT) and European (PCRD, Leonardo da Vinci) programmes, projects and coordination activities (SURFF, FLEET, IDIOMA, RESPECT, INNOTRANS, NOVALOG, CTUE, ITS USA architecture analysis...), with sponsoring partners such as RENAULT, THALES and FRANCE TELECOM.

GROUPECO (User / Pilot)

French transport operator, have been involved in former DRIVE 2 IFMS Project as French PILOT, to enhance the introduction and integration of transport telematics, through EDI with shippers, test of an interface with traffic information system (strada node using DATEX messaging) and mobile data communication with trucks, more than 160 of regular chartered drivers from SMEs, are now equipped with EUTELTRACS satellite data communication and positioning system.

 

MICHELON SA (Supplier)

French on board computer manufacturer and related software developer (AGAT systems). A SME (30 people) backed by an industry group, which has already a wide market (some 5 000 vehicles equipped with a first generation of OBCs) and is involved in TAP project (1996/98) SURFF French PILOTS (see DUBOC, SEED, SNMS, VARILLON). The Company is a subsidiary of FLASH (300 salaries) which is its industrial producer, and itself a subsidiary of the German Group DIEHL (14000 salaries).

REGIENOV (RENAULT GROUP / Truck manufacturer - Supplier)

Research department of the French cars and commercial vehicles manufacturer. Here on behalf of RENAULT VEHICULES INDUSTRIELS. Has been involved in PROMETHEUS programme and in numerous TAP projects since the beginning. Among others, developed the CARMINAT navigation system.

 

GROUPE GIRAUD (User / Pilot)

Road haulage transport group (4200 people) performing various activities (truckloads, LTL, liquid bulk, dangerous goods, controlled transport for the automotive industry), with some 3000 trucks and drivers now equipped with dedicated on board computers and willing to introduce standardised data mobile communication (mobile EDI) through GSM. Beyond first objective to implement a safer and energy saving driving behaviour, aims to be in a positive situation regarding the new demanding French social regulations on drivers working times.

 

THOMSON CSF (Supplier)

Electronics manufacturer, member of an important industrial French group. Is aiming to shift expertise gained in military technologies (radar, counter measures, etc...), to civilian applications, particularly in the domain of terrestrial transport. Has developed an electronic tachograph corresponding to the new European " black box " concept.

Company specialised in all kind of transports, but our partnership is only with their "pick up and delivery" department, who is operating 188 trucks with 36 trailers for National and Regional transports. They also hire 2191 trucks and 684 trailers for this activity.

CENTRO STUDI SUI SISTEMI DI TRASPORTO  - CSST  (Italy) www.csst.it

CSST is a company of the FIAT group with almost 20 years of experience in the fields of research, planning and designing in transportation. The CSST develops its activities in 3 Italian offices: Turin (head quarter and main office), Rome and Naples, with a total staff of 25 people, mainly transport and traffic engineers, mathematicians and economists. The main areas of activity of CSST are: transport plans, traffic plans, traffic control and fleet management systems, feasibility studies and transport infrastructures design, freight transport and industrial logistics, road traffic safety.

CSST has performed many different studies in freight transportation, industrial logistics and public transport, especially on innovative fleet management systems and solutions. CSST is currently participating in the DG VII RTD Projects "Aiuto" and "Optima" as well as in the SURFF and in the UGFFM projects within the DG XIII Transport Telematics Application Programme. Within COMETA, CSST will lead the WP 3 on the review of existing tools/solutions and on the evaluation of their integration potential.

 ATC BOLOGNA (Public transport)

The Azienda Trasporti Consorziali-Bologna (A.T.C.-Bologna Public Transport Authority) runs the public transport system in the entire public transport catchment area of Bologna. Customers are offered an urban, suburban, and extra-urban service with a total annual mileage of around 35 million km-vehicle over a network totalling around 4,600 km (370 km of which in an urban setting). The fleet comprises 900 vehicles, half of which run on urban routes (motor buses, minibuses, trolleybuses), 150 on suburban routes, and the remaining 300 on extra-urban routes. About 160 million passengers are transported per year with a slightly increasing trend thanks in part to the introduction of initial regulations aimed at limiting the use of private vehicles (traffic-free zones, pedestrian precincts, preferential and protected lanes, odd/even number plate traffic bans, etc.). The Authority employs approximately 2,000 full-time personnel, of whom 1,600 are drivers.

ATC Bologna has placed technological innovation at the centre of its renewal programme which is also based on restructuring the network and services provided, fare policy changes, and active and constructive participation in programmes for the general definition of the mobility in co-operation with the local authorities. In particular, ATC has developed an AVM system for the whole urban fleet with localisation through differential GPS (Global Positioning System) integrated with odometer and gyroscope.

ERTICO is a private, non-profit, European organisation whose objective is to promote, encourage and assist with the co-ordination of transport telematics implementation in Europe. The current ERTICO membership includes 45 members/partners which are classed into four key sectors :

ERTICO has been leading many projects both for DGXIII (DRIVE II CORD, CONVERGE) and DG VII (TELTEN, DEFI, EDEN). ERTICO is also organising different sub-committees for its members/partners (for example, the "ITS implementation scenarios" or the "GSM based ITS services"). These committees provides an unique mechanism to bring together real actors involved in Transport Telematics.

The INTERNATIONAL ROAD TRANSPORT UNION, founded in Geneva on 23 March 1948, has its aim, the defence of the interest of national and international passenger and goods transport for hire or reward and for own-account.
It is currently represented by 160 active members (national associations) and associates (vehicle manufacturers, car-ferries companies, etc.) in 64 countries on five continents. Benefiting since 1949 from the Consultative Status granted by the United Nations (UN) Economic and Social Council, it takes an active part in the work of the Economic Commissions for Africa, Asia and the Pacific, Europe and Latin America as well as in those of the United Nations Conference on Trade and Development (UNCTAD).

As the spokesman for road transport, the IRU maintains close links with the other international associations such as the European Union (EU), the Council of Europe with which it also has a consultative Status, the European Conference of Ministers of Transport (ECMT), etc., as well as with a large number of international professional organisations in related fields, so as to encourage co-ordinated approaches on problems of common interest.

The IRU is the international guarantor of the TIR system (Customs Convention on the international transport of goods under cover of TIR carnets), established in 1959 under the auspices of the United Nations Economic Commission for Europe. In COMETA's domain, IRU is now considering the consequences of expected electronic data system (" black box ") on taxes and social regulations enforcement, fleet management and drivers identification, for professional vehicles in the European Union and the possibilities opened by such a system.

The Netherlands Economic Institute, an independent non-profit organisation with approximately 180 employees, is foremost in applied economic research in The Netherlands.

Established 68 years ago, the Institute is prominent in The Netherlands and Europe, carrying out studies for planning and policy development on socio-economic issues and business economics. Overseas, studies and consultancies centre on development economics and planning. In all activities, the Institute strives to combine innovative approaches with sound scientific methods and techniques, developed and adapted to meet the specific requirements of applied research.
In 1990 the European Economic Research and Advisory Consortium (ERECO) was founded, in which leading research institutes from Germany, France, Italy, Great Britain and The Netherlands (NEI B.V.) are co-operating.

At the Transport Department studies are carried out concerning movement of goods and passengers, private and public, municipal, inter-urban and international transport in The Netherlands, Europe and other parts of the world. All modes of transport are covered: railways, waterways, motorways as well as air- and seaports. The activities of the Transport Department centre on analysis of transport behaviour and forecasting for preparation of policy decisions on investments. Government policies and company strategies are developed for transport planning, including the choice of transport modes and the optimum use of facilities.

For many assignments the Transport Department is co-operating with other research institutes from The Netherlands and abroad. With respect to European studies NEI B.V. was one of the leading partners in the EUROFRET and METAFORA consortia. Besides these projects, NEI B.V. participated in the ENS project INCA.

C. van Heezik is a freight forwarding company in the Netherlands. The company comprises five subsidiaries in the Netherlands, one in Belgium, one in Lithuania, one in Albany and from February 1998 one in Greece. In total the company provides work to over 400 employees and controls 250 trucks. The head office is located in Maarssen in the Netherlands. The main activities of C. van Heezik are groupage transport to Germany, Eastern and Southern Europe, conditioned distribution in the Benelux and warehousing facilities.

 JAN DE RIJK BV

Jan de Rijk Transport is an international provider of logistic services, specialised in warehousing, distribution and transportation of goods.

Transports throughout Europe are carried out with a fleet of modern trucks (4 and 5 ULD trucks, swapbody trucks, distribution trucks), which are nearly all equipped with pneumatic rollerbed systems and airsuspension. A number of the trucks have cooling/heating devices to arrange temperature-controlled transports. ROUND THE CLOCK SERVICE AND NETWORK The operational and planning department at the headoffice in Roosendaal can be reached 24 hours per day, seven days per week, so that they can always handle any request. This operation is supported by network offices in AMSTERDAM, EINDHOVEN, BRUSSELS, PARIS, LONDON, FRANKFURT and LUXEMBOURG.

All offices are ideally located on major airports in Europe. The facility in Roosendaal has excellent rail and road connections that offer possibilities to realise optimal European distribution.

Jan de Rijk's entire operation (warehousing, transportadministration and finance & accounting) is supported by several software applications. Also electronic data interchange (EDI) software is implemented for communication purposes. The IT-department is located in Roosendaal (NL). A number of trucks has been equipped with satellite communication devices and board-computers. Satellite communication equipment is used for European data communication between the driver and the operational department and positioning of the trucks. It makes the transport planning very flexible and controllable. Board-computers are used for registration of drivers hours and salary payments.

Organisation
IDS is a Value Added Network company specifically aimed at the information exchange in transport and logistics. The IDS/Infodis system provides the following functionalities: Communication system that links to other systems either directly (X.400 or telephone) or via one of the major VAN's,Electronic mailbox, Message translation, Booking system for transportation orders, Transport Control system, Calculation of freight charges, Tracking and tracing of shipments, Invoicing of freight charges, Management information system Once a link to the Infodis system is established a company can communicate with all its partners regardless the protocols, message language and formats and physical connections of the partner. IDS/Infodis employs 6 people.

Organisation
Simac Systems is a daughter company of Simac Techniek NV. Since 1990 Simac Systems is completely responsible for the sales, development, system integration and service of LOGIQ products, existing of onboard computers, fleet management software and fuel probes. Ofcourse this equipment is integrated with mobile communication (Inmarsat, GSM, Traxys, Mobitex). Many of the contracts are carried out in partnership with other solution providers. Simac Systems is based in Veldhoven, the Netherlands.

Their core business is to develop, implement and maintain logistic information systems software and mobile communications. Planungsbüro Transport und Verkehr GmbH was founded in 1979, in order to develop and to market interactive software solutions for optimising transport and traffic engineering problems.

The first and still the major product is the route planning software INTERTOUR which is market leader in Germany and Austria. The software product spectrum was enhanced by interactive solutions based on GIS functionality. On this basis, the fleet monitoring systems have been developed which could use different communication channels for mobile communication connections. On the other hand, PTV is developing interfaces from route planning to on board systems to upload and down load data before and after the trip. Today, PTV Planungsbüro Transport und Verkehr GmbH is part of the PTV group, a group of companies which has grown since 1979 and which currently employs more than 170 employees.

The PTV group, independent of any industrial share holders, offers in general consultancy and software development services covering all modes and dimensions of traffic and transport, in particular freight as well as passenger transport. Currently, PTV is directing the EC-funded projects WELCOM and SURFF (DG XIII - Transport telematics) as well as the user support action UGFFM (User Group for Freight and Fleet Management) and is participating in the project OSIRIS I (DG VII Transport) under the 4.


Framework programme.
Based on the know-how, PTV will integrate the specific knowledge on the architecture and system design of interactive systems for logistics planning tasks (route planning, trip planning, fleet monitoring) and their respective interfaces with the companies environment as well as to the on board computers and mobile communication channels. Moreover, PTV will invest in the software development on generating integrated software solutions which have well defined interfaces with these other applications of the companies and the vehicle environment. PTV will lead in particular the workpackage on the simulation of systems.

Robert BOSCH GmbH is an important German supplier for on board equipment as well as supplier of electronic components and devices which need to be integrated in a global vehicle system architecture. It is a company with firms world-wide. It had an turnover in 1996 of 41,146 mil DM and a profit of 500 mil DM. The company consists of four profit centres , vehicle equipment, communication equipment, goods of use and goods of production.

The area of the communication equipment is organised by communication networks, wide area networks, traffic telematics, safety networks and terminals. The portfolio of communication equipment has over 20.000 employees world-wide. In 1996 it had a percentage of 13% of the turnover of the whole company.

MAC (MANNESMANN AUTOCOM)

A services provider for traffic telematics. Have started a fleet monitoring and mobile communication industrial project. Belongs to the MANNESMANN GROUP, where MANNESMANN KIENZLE manufactures tachographs.

INtIME

INtIME is a franchising company with five German partners in Dortmund, Düsseldorf, Heidelberg, Ansbach and Kehl. In 1997 the company declared a turnover of 5,7 Mio DM. INtIME offers expert and good specific express delivery all over Europe. INtIME is specialised to handle dangerous goods, express pick-ups within Germany in less than 60 min and air cargo delivery with door to door services. They also offer special services like air-charter, helicopter services and on-board-courier. The fleet consists of environment friendly modern vehicles includes mobile phones and some also satellite navigation.

SUNIT

Sunit, a part of the Savcor group, is a Finnish company delivering information systems. The company was started during 1986 as a software house providing general business solutions. Sunit has offices in Finland, Sweden, Germany and a subsidiary in Sunit Ltd. In the UK. Sunits aims are to solve problems both of information and material flow and to make the processes more efficient. The company offers an integrated and customised solution by using their tested and documented procedures. Sunit is divided into a formation of three sectors, Masser OY (calipers and dataloggers), Suomen Metatieto (Forest Applications) and Sunit Mobile OY (mobile computers).

GEDAS TELEMATICS GmbH

VWGEDAS as a leading system integrator and IAV (Ingenieurgesellshaft Auto und Verkhr) as a specialist in traffic and transport are in co-operation in several telematic projects. The projects are in the areas private transport, Transportation and public passenger services. The responsibilities of the former VW-Gedas are now given to the new founded compagny gedas telematics GmbH. Gedas offers traffic telematic services for individual transport, transportation and public transport. The company develops customer and trade oriented telematic applications and offers different information services. The involved creation of high-qualified workplaces in this founded company takes the traffic metropolean area Berlin further steps towards their way to a leading location in this sunrise industry. In the starting phase, there are 40 employees, but with the background of the prognosis a increasing number of workplaces is expected.

WILLI BETZ

Internationale Spedition WILLY BETZ GmbH & Co. KG WILLY BETZ is a world wide operating company with about 6 500 employees. The products comprise logistic services for the automobile industry, electronic/computer industry (BOSCH and HP) and for the consummer market (PROCTER & GAMBLE). The fleet counts about 4 500 trucks operating in whole Europe.

The Viktoria Institute is a non -profit research organisation, owned by a non-profit association.

The Institute conducts research in the areas of Mobile Work and Intelligent Transportation Systems, IT in health care, Workflow Technology, Human Computer Interaction, and Information and Organisation Infrastructure.

The Institute is partially financed by the members of the owning association, partly by funding from primarily national research agencies (FF-Foundation, NUTEK).

HOGIA COMMUNICATIONS

Since the late 1980's Hogia Communications have been developing fleet management systems for the largest transport and logistic companies in Skandinavia.

Hogia Communications develops services and products within mobile data. The company was established in 1989 and is situated in Stenungsund, some 40 kilometers to the north of Gothenburg in Sweden. Hogia Communications is a business area of the Hogia Groupe, the largest supplier of administrative software in the Nordic countries, providing a good economic foundation and vast know-how. Today our products and services are employed within the fields of transport Control, mobile information systems and mobile communication. Our largest customers are "Bilspedition Inrikes"and ASG Sweden.

Hogia have specialised in combining mobile data communications (Mobitex, GSM, MiniCall) with hi-tech positioning systems (GPS and differential GPS with EPOS) by means of amongst others, our in-house developed on board computers UCD97 and UCD2000 (powerful PC´s for mobile applications). In addition, they have develop software for map presentations in real time for traffic controllers. Hogia provide preplanning and requirement analysis, procurement assistance and project management as well as help with installation, training and support.

MECEL

Mecel's focus is on advanced electronics for striking a balance between engines, vehicles and the environment Mecel is active in advanced engineering for the automotive industry where we specialize in the development of advanced electronics concepts for automobiles, trucks, buses, and their infrastructure. The operations are dominated by engineering services for research and development projects, with a distinct focus on qualified systems development. Mecel's strengths are its highly skilled and motivated people, the benefit of being a small company for flexibility and rapidity to market and the support of our owner's (Delco Electronics') network for marketing, development and production.

Research programs
The ASTEC-RT Real-Time System Software Development is a project within the Advanced Software Technology competence centre where Mecel is participating. The project intends to develop a design method for software in automotive hard real-time applications.

A head-up display has been developed for Saab Automobile with the support from Delco Electronics as part of the Prometheus project. Prometheus was a pan-European research program aimed at achieving safer, cleaner and more efficient traffic environments.

The Saab 9000 Prometheus HUD demonstrator vehicle was designed to demonstrate how key data can be visualized on the visual field through the windshield.

The vehicle systems and external traffic environment simultaneously inform the driver. An up-graded system in a new car was presented at the Prometheus Board Member Meeting in Paris during the fall 1994. As part of Prometheus, Mecel was responsible for the Basic Structure work package in Sweden, a program for finding new solutions for building the electrical system in the vehicle. In the sub-program Vehicle Internal Architecture, Mecel worked with a total overview of computerized vehicle systems. This platform, called BASEMENT®, is suitable for having functions with stringent requirements on safety, such as x-by-wire functions, co-exist with other less crucial functions, such as air-conditioning. The uniqueness of our ideas is documented by patents and published papers Mecel holds about thirty-five patents, mainly in the field of Direct Ignition and Ion Sense Technology, but also in general engine control and automotive electronics. Our papers have been published in technical publications and we have presented several publications at international conferences.

VOLVO TRUCKS

Volvo is one of the automotive industry's most global companies. It all started in 1927, when the original models where designed to withstand the rigors of Sweden's rough roads and low temperatures. Final assembly of trucks takes place in ten Volvo owned factories in Sweden, Belgium, USA, Malaysia, Brazil, Peru, Scotland, Australia and Poland. Most of the distribution and marketing is done via our own marketing companies, which in turn sell our products to over 800 dealerships world-wide.

BTL

Bilspedition Transport & Logistics (BTL) is the biggest group of companies in the Nordic region and one of the largest companies in Europe in the transport and logistics industry. The Group has extensive operations throughout the rest of Europe, Asia, Australia, New Zealand and the USA.

In 1996, the Group turnover was SEK 17 billion and the number of employees was approximately 10,600, of whom 5,500 work outside Sweden.

The Group offers transport, logistics and information services that meet very strict demands for quality, efficiency and environmental concern. The Group network, which includes over 500 offices in 32 countries, transports around 18 million tonnes of freight each year. All modes of transport, i.e. road, rail, sea and air, are used in the transport process.

Through active investment in logistics and information technology we create services that give our customers competitive advantages. The work being conducted at our other development areas, i.e. quality and the environment, mean that we can keep pace with the rapid changes that are taking place globally and also live up to our customers' expectations.

At the beginning of the year the Land Transport Division was founded, made up of BTL Sweden and the Scansped Group. The Land Transport Division accounts for approximately 70 percent of the BTL Group's operations. The BTL Group thus has three interactive divisions, the Land Transport Division, the Wilson Group Division and the Specialist Division.
